Sales and Management Team
Our dedicated sales and management team is here to help you! We are a combined team of licensed agents and sales assistants. Each member of our team is focused on making customer service a priority for every individual we assist. We are a local team proud to be a part of the Florida Panhandle for over 45 years.
Doug Messer
Chief Executive Officer
Doug Messer has been an insurance and financial professional for more than 30 years. Doug is CEO of John Douglas Insurance Agency. He is a graduate of Florida State University. Doug is the Chairman and founder of John Douglas Financial Group, and is a registered representative and securities principal with Royal Alliance.

Doug knows community service is the best work of life. He is actively involved in our community and devotes time daily to public service. Doug is a member of the development board of FSU Panama City campus, has served on the local Red Cross board, Junior Achievement board and as instructor, served as President of the local Panama City Association of Insurance and Financial Advisors where he was awarded the award for "Underwriter of the Year." Doug also served as President of the Jaycees, and as a Rotarian. In his spare time Doug enjoys fishing, hunting and spending time with his wife and grandchildren.
Ethan Messer
President & General Manager

Ethan is a dedicated professional who has proven his ability to solve complex insurance and financial problems for his clients in his 12 plus years of experience in Financial Planning and Insurance . By his innovative approach, his hard work and dedication, his focus is on making John Douglas Insurance Agency the preeminent insurance agency in Northwest Florida's preeminent agency.

Ethan has prepared the way by earning a BS in Business Administration from The Florida State University, and has a series 7 designation (general securities representative). He is a licensed insurance agent with more than eight years of experience.

In his spare time Ethan enjoys Golf, and spending quality time with his wife Taelor and their three dogs; Eddie, Oscar, and Diesel. Ethan also serves on the United Way Board. He is an avid sports fan. He supports the Braves, Bucs, & Seminoles!

Kevin Garvin
Senior Agent
Kevin acquired his insurance license in1982. Then from 1983 to 1989, served in the US Navy as a nuclear engineer aboard the "USS Enterprise", a nuclear powered aircraft carrier. He previously was the district manager for AFLAC and the top performing agent in the U.S. for Transamerica's inbound call center and a member of Continental Life's top 6 agent "President's Cabinet". Kevin is currently ranked in the top 3% of all Florida Blue licensed agents and has consistently earned the top award of "Elite Circle of Champions" from the marketplace for assisting the highest number of consumers with their health insurance questions and applications.

Juli Gilbert
Operations Manager
Juli Gilbert is the Operations Manager and Accountant for the John Douglas Financial Group. She is responsible for the day-to-day back office administration as well as accounting activities. Juli is a skilled and competent professional. She is innovative and systematically introduces new technology and ideas to help make our companies more efficient.

With a husband, three children and a foster child, its easy to see what Juli does in her off hours. Juli originally hails from Northern California, where she participated in amateur Rodeo as a calf and team roper. This cowgirl feels right at home in Florida as she enjoys the beautiful weather, beaches and fishing.

Juli has a degree in Business Administration/Accounting and is a licensed Life, Variable Annuities, and Medical Insurance agent. She is currently working on her Series 7 designation.

Lindsey Grant
Sales & Administration
Lindsey Grant is the newest member of the John Douglas Insurance Agency. She is the Sales Assistant to the licensed agents. She is an eager multi-tasker and enjoys helping her fellow team members and their clients with personable, friendly customer care. Lindsey has a heart for aid work and has been volunteering with multiple organizations for the past 15 years. Most recently, she worked with the Red Cross following hurricane Michael. She worked in the shelters helping our local families with the upheaval that our community found its self in following the storm.

Lindsey is a California transplant who enjoys the easy access to beautiful sandy beaches and tree lined trails that the panhandle offers. In her spare time, she can be found with her three children and new puppy, either in the water or on the trails.

Lindsey attended Liberty University and is currently working on her Florida Insurance License.

Mark Costa
Customer Service. There is no better way to describe Mark Costa. Mark believes that finding the right product that perfectly suits his client’s needs, and following up with the best service in the industry is the best work of life.

Mark is a licensed life and health insurance agent. He specializes in individual and group major medical plans, and of course all the Great products provided by Florida Blue.

In his spare time Mark enjoys spending time with his children and family. He also enjoys fishing and golf.

Tiffany Cullen
If you have been in our local area for a while, you have probably seen or heard of Tiffany Cullen. She has years of experience in the insurance and hospitality industries. Her experience and training serve her well in solving the complex problems sometimes associated with developing the right plan and finding the right policies for each client. Outside of work she gives back to her community by involvement in volunteer activities and professional outreach programs.

Tiffany is a licensed insurance agent in all lines. She is experienced and proficient in group and individual clients and families. She is customer focused, and genuinely cares about each client she serves. She is happiest when spending time with her young son, Sean, and family.

Zachary Messer
Zachary brings a vast background of experience to the John Douglas Insurance Agency. He is a graduate of Florida State University, and is a licensed insurance and real estate agent. He has worked in the hospitality industry for several years where he gained the reputation of a tireless ambassador and promoter. He has a unique ability to connect and he understands the value of customer service.

In his spare time Zachary enjoys outdoor activities such as canoeing, kayaking and running marathons, as well as spending time with his family. He also enjoys reading and the study of history.

We are delighted to have Zachary as a member of the John Douglas Insurance family.
JoAnn Mitchell
JoAnn Mitchell originally hailed from New York. She was educated and grew up in Florida. JoAnn began her insurance career working in 1996 as a licensed agent in Panama City Florida. Married to a career Coast Guardsman, she traveled the world and worked at various insurance agencies along the way. We are delighted that she finally landed back in Panama City where she started her career all those many years ago. Working with the same agency principal that she began her career with is an extra bonus for us. JoAnn is dedicated to her work, and providing outstanding customer service is her goal.

JoAnn is a wife and Mom first, as it should be. Her career is next, and she approaches it with dedication and integrity. Her goal is to continue to provide the same outstanding client service that she has always been known for.
Rebecca Corley
Rebecca is passionate about people. She is not only a dedicated member of our management team but also a licensed life and health agent. She also holds a customer service representative license in property and casualty lines.

Rebecca graduated from Florida State University in Tallahassee and is a loyal Seminole, having spent part of her time away at school as one of the famous Marching Chiefs. She is a true Panama City Beach local at heart but also gained extensive experience in financial securities during her time in Colorado Springs. Rebecca has been in customer service for over twenty years and has experience in social media marketing, as well.

In her time away from the office, Rebecca loves doing arts and crafts projects with her niece, listening to her amazing vinyl record album collection, and cooking. Rebecca is currently pursuing both her securities industry professionals license as well as her human resources management certification.
Alexis Thomas

Alexis Thomas was born and raised right here in Panama City, FL.
Alexis is a licensed Life & Health Insurance agent who loves people and has an extensive background in customer service. She values her community and the people in it.

Alexis loves to assist people, and has instilled the morals and values that she was raised with into her everyday work.

Alexis enjoys making the people around her smile and in her free time she enjoys spending quality time with her family and friends

Jamie Fisher

With 20 years of customer service, it's no wonder Jamie goes above and beyond to make sure each of her clients are getting the best possible care. Starting in Life and ancillary products in Michigan, Jamie expanded to health insurance.

Truly believing in the Florida Blue products, she feels the reward of helping other makes her job a gift. Yankee born with a Southern heart, Jamie moved from Michigan to the Panhandle in 2016. Making it to Bay County 1 year and 6 days before Hurricane Michael, being a part of the rebuilding solidified her commitment to the community.

In her spare time, Jamie enjoys spending time with her two teen aged daughters, her finance - a Bay County local - and her cat, Fluff
